Have a auction keeper trade ?

My question is not about whether it’s a good trade or not. The ? Is whether the team receiving the 4 players should be able to drop 2 of them before the draft since he wants to keep Jordy Nelson also and the league only allows 3 keepers. Is this collusion in a way? Is there a better way to do the trade like using future auction money some how to make up the difference? Thanks
